Unified Command, as defined within the Incident Command System (ICS), enables multiple responsible authorities to manage incidents together through a common set of objectives and coordinated strategies.


Recent disasters have demonstrated that uncertainty, fragmented communication, and unclear operational alignment can effect public confidence and increase harsdship and suffering.


This tool is provided to support community awareness of Unified Command and to strengthen understanding of coordinated leadership during complex emergencies.

Clear reporting improves coordination, reduces confusion, and supports faster response during emergencies.


When submitting a report, include:

• Your name

• Exact location (address, cross street, or landmark)

• Description of the situation

• Number of people affected

• Immediate risks or medical needs

• Contact method (if available)


Sample Template:


“This is [Name]. I am at [Location]. The situation is [brief description]. There are [#] people affected. Immediate concerns include [risk or medical need]. Contact: [phone or other method].”
